Windows puts over 300Mb files in temp folder for each user just in a week. if you are a system admin and have to clean temp folder in 20 computers every day, you have to multiply number of folders you need to clean by number of users. – AaA Apr 12 '18 at 3:38
Jan 17, 2017 · I have a PC with a 250GB SSD on C: and a 1TB HD on D: For some reason, there is a single folder full of .dll files that keeps being copied into C:\Users\\AppData\Local\Temp. Each folder is a hexadecimal name like the "arc5D6A" folder is the folder ArcGIS creates as a temporary space, inside your local user's temp directory. This folder is uniquely named for each session. As said, ArcGIS uses your user defined temp directory, thats a windows setting. The only way I am aware of is to delete the whole folder and then recreate it againbut that is not a good practice to do since it would reset permissions and in case of %temp% there is a high chance it would be in use, thus inaccessible for this.
